This paper discusses some basic conceptions in the sense of theoretical studies. According to the points of view of the author, tourism phenomenon is something complicated with a hard core of tourist experience. Such an experiential process is a successive self-organizational system consisting of some unique and meaningful situations or settings which set up an alternative behavioral environment for tourists. The author defines this environment as tourist world and describes its structure further from the perspective of phenomenology.

The results indicate that China’s forest parks have experienced four development stages, including the beginning stage, the rapid development stage, the steady development stage, and the rapid maturity stage. These four stages were featured by the accelerated increase in park number and area temporally, the park distribution shift spatially, the match between park visits and tourism revenues, and the increasing importance of forest tourism in the whole tourism industry of the country. It predictes that China’s forest parks will still remain in the rapid maturity stage during the Eleventh Five-Year Plan Period. Also,it is estimated that:1)by 2010,the total number of forest parks in the country will jump to 2800 from the current 1928;2)the proportion of forest parks in western China will increase significantly with a gradual growth in the proportion of forest tourism revenues;3)the number of park visitors and corresponding direct tourism revenues will grow at an average annual growth rate of 20% or so,with park visitation at 400 million visits and forest tourism revenues at 20 billion yuan by 2010;and 4)the forest tourism industry will increasingly play an important role in China’s tourism industry, and by 2010,annual park visits and total forest tourism GDP will account for approximately 19% of total national tourist visits and about 13% of the total national tourism GDP.

Applied the efficient condition of the supply of the tourism marketplace promotion to evaluate the mode of the government oriented and the private sector oriented, the paper holds that the two modes offering the tourism marketplace promotion can lead to Pareto inefficiency, but the combined mode of the government and the private sector can implement Pareto improvement. Based on the combined mode,a new management structure of the tourism marketplace promotion can be designed. The paper also suggests that tourism association should play an efficient role in the tourism marketplace promotion.
