贵州地理标志产业发展报告是针对全省地理标志基本情况的分析报告，由总报告（含趋势分析）、各地州分报告、专题报告、附录等部分组成。

贵州地理标志工作涉及的政府部门较多，主要涉及省质量技术监督局、省农业委员会、省工商行政管理局、省出入境检验检疫局、省科技厅（知识产权局），以及地州县（市）相应的系统直属部门和合并单位。各部门开展的地理标志内容不一样，省质量技术监督局与省出入境检验检疫局根据国家质检总局第78号令《地理标志产品保护规定》（2005年7月15日施行）推进地理标志工作，其中省质量技术监督局根据《标准化法》和《产品质量法》管理地理标志产品，省出入境检验检疫局侧重于进出口管理。省农业委员会按照农业部《农产品地理标志管理办法》（2008年2月1日施行）开展地理标志工作，依照《农业法》推进地理标志工作，侧重于初级农产品保护。省工商行政管理局按照《商标法》（2001年修改，2013年再次修改）推进地理标志工作，侧重于市场流通产品的证明商标管理和集体商标管理。省科技厅（知识产权局）主要从科技兴省与产业强省的层面加强地理标志协调工作、地理标志产业化工作、地理标志知识产权品牌工作，利用省政府知识产权联席会议制度办公室统筹加强地理标志管理工作。

总报告包括：贵州地理标志产品保护概况、贵州地理标志产品保护工作推进情况、贵州地理标志产品保护发展建议与对策、贵州地理标志产品保护情况预测、贵州地理标志产品与地方产业发展情况预测、地理标志产品保护推进贵州社会进步变化预测。

区域篇包括：贵阳市地理标志产业发展报告，遵义市地理标志产业发展报告，安顺市地理标志产业发展报告，毕节市地理标志产业发展报告，铜仁市地理标志产业发展报告，六盘水市地理标志产业发展报告，黔西南布依族苗族自治州地理标志产业发展报告，黔南布依族苗族自治州地理标志产业发展报告，黔东南苗族侗族自治州地理标志产业发展报告。

专题篇包括：贵州地理标志公共政策研究，贵州地理标志公共技术研究，贵州地理标志公共服务研究，贵州地理标志产品保护示范区建设研究，贵州地理标志保护模式比较研究，贵州地理标志产品与中欧地理标志产品互认研究，贵州地理标志产品标准化目标与任务研究。

附录主要针对贵州地理标志产品统计（截至2016年12月），贵州地理标志大事件，地理标志相关法律法规。

The data of geographical indications registration announced by the State Administration of Quality Supervision，the Ministry of Agriculture and the State Administration for Industry and Commerce show that there are a total of 169 pieces of geographical indication products in Guizhou province currently by the end of December 31^st，2016. Among them，there are 109 national geographical indication products approved by the State Administration of Quality Supervision，accounting for about 55% of the total number approved by all the three departments，35 geographical indication of agricultural products registered by the National Ministry of Agriculture，about 18% of the total number，and 54 certification marks of geographical indication products registered by the State Administration for Industry and Commerce，about 27% of the total number. Since there are 25 products protected by two or three departments at the same time，there are totally 169 pieces of geographical indications in Guizhou province.

Geographical indications accelerate the flourish of characteristic economy in Guizhou. According to the survey，more than 70% of the market price of the products with the protection of geographical indication has risen over 20%，some even over 50% in average. At present，the value of Guizhou geographical indication industry exceeds RMB 110 billion，which benefits most cities in the province as well as mobilizes 119 provincial regional key enterprises and more than 2000 manufacturing enterprises and 2 million employees. So to speak，Guizhou Geographical Indication Research Center plays an important role in promoting the development of geographical indications in the integration of primary，secondary and tertiary industry and supply-side adjustment of the provincial economy. With regard to think tank serving the development of regional economy，it adds new impetus to geographical indications for stimulating the development of Guizhou poverty alleviation，green economy and region-based tourism，etc.

The government departments involved geographical indication work mainly include Guizhou Bureau of Quality and Technical Supervision，Guizhou Agriculture Committee，Administration for Industry and Commerce of Guizhou，Guizhou Entry-Exit Inspection Quarantine Bureau，Guizhou Department of Science and Technology（Intellectual Property Office）and related subordinate departments and merged departments. The work of geographical indication carried out by each sector are different. According to Decree No. 78^th，Provisions of The Product Protection of Geographical Indications（come into force on 15th July，2005）by State Administration of Quality Supervision，Guizhou Bureau of Quality and Technical Supervision and Guizhou Entry-Exit Inspection Quarantine Bureau promote the geographical indication. The Guizhou Bureau of Quality and Technical Supervision manages the product of geographical indication according to standardization law and product quality law while the Guizhou Entry-Exit Inspection Quarantine Bureau puts particular emphasis on imports and exports management. According to Management Method of Geographical Indication for Agricultural Products（come into force on February 1st，2008）issued by The Ministry of Agriculture of the People’s Republic of China，Guizhou Agriculture Committee carries out the geographical indication work and puts particular emphasis on the protection of primary agricultural products according to Agricultural Law. According to Trademark Act（modified in 2001 and re-modified in 2013），the Administration for Industry and Commerce of Guizhou promotes the geographical indication work by putting particular emphasis on the management of mark certification and collective mark of the products in the market. Guizhou Department of Science and Technology（Intellectual Property Office）mainly enhances the geographical indication work by coordinating it as a whole and using the government intellectual property joint conference system office to enhance the industrialization of geographical indication.
