“一带一路”倡议有助于中国与“沿线”国家或地区旅游合作的开展。随着“一带一路”在非洲的持续推进,其框架下的中非旅游合作正经历由“政策对接”向“消费升级”的阶段转换。消费升级一般指消费结构的升级,是各类消费支出在消费总支出中的结构升级和层次提高,它直接反映了消费水平和发展趋势。因此,旅游消费升级的关键是旅游消费和产品(内容)结构的升级。中国对非旅游产品、消费结构的升级将助推中非旅游合作由“政策对接”阶段向“消费升级”阶段转换的顺利完成。在这一进程中,以文化交流为主的对非旅游将成为重要方向。其路径应在坚持前述既有旅游合作机制、内容的基础上,着力在产品结构转型上下功夫,推动传统型旅游逐步向以文化(交流)旅游为重点的深度游拓展。中非旅游合作及其消费升级的实践将为“一带一路”框架下中国与“沿线”国家或地区间旅游合作的发展以及旅游消费的升级提供经验和借鉴。

The Belt and Road Initiative may promote tourism cooperation between China and countries or regions along the routes. With the continuous advance of B&R in Africa,the tourism cooperation between China and Africa under B&R framework is experiencing stages transition from “policy docking” to “consumption upgrading”. Consumption upgrade generally refers to the upgrading of the consumption structure. It is structural upgrade or hierarchical improvement of all kinds of spending in total expenditure,which can directly reflect the level of consumption and development trends. Therefore,the key of tourism consumption upgrade is to upgrade the structure of tourism consumption and product. The upgrade of China’s tourism product and consumption structure toward Africa will boost the stages transition from “policy docking” to “consumption upgrade” smoothly. In this process,cultural exchanges as the main will be an important direction in China’s tourism toward Africa. The path of which should be based on the existing content and mechanism of tourism cooperation,and focus on product structure transition in the meantime,to promote the development of China’s tourism toward Africa from traditional type gradually to cultural(exchange)type. In the practice of tourism cooperation and its consumption upgrade between China and Africa will provide experience and reference to development of tourism cooperation between China and countries or regions along the routes.

Consumer finance could makesignificanteffects in financing and expanding consumer demand,which will promote the consumption upgrades in China. This paper briefly summarizes the situation anddevelopment of the researchon this area. First,the paper analyzes the concepts of consumption upgrades and consumer finance and the relationship between two. Then,this papersummarizes the ways to improve the level of consumption upgrades such as construction of consumer finance brands,innovationsof consumer finance products,improvements of consumer finance supervision,based on analyzingthe innovations of consumer finance institutions and industry,consumer finance products and rural finance. Finally,this paper shows some research directions in future,including improvementof the theoretical studyand the prospective and timeliness of application study,researchextension ofconsumer financeindustry situation,performance analysis ofconsumer finance products,construction of consumer finance regulatory system.

The increasing level of China’s aging population brings more demand for pension products and service,and the consumption level of the aged population begins to change from survival type to development type and enjoyment type. It gives opportunities to the transformation and upgrade in the pension industry. In recent years,China’s pension industry developed rapidly,and the main body of participating enterprise diversified,the docking of the pension industry and PPP became an important form of the regional pension industry development,and the trade of pension service stood out,and the pension industry policy shifted from basic to precision and specialization. However,the irrational allocation of resources leads to uneven supply and demand of China’s pension industry;SMEs faced transformation and withdrawal;PPP project has greater risks;financial support is weak;the professionals in the pension industry is lacking.
