《数字治理评论》（Digital Governance Review）由教育部人文社会科学重点研究基地中山大学中国公共管理研究中心和中山大学政治与公共事务管理学院创办，是一本致力于推动数字治理研究的学术性集刊。本刊力图追踪数字治理理论前沿，回应数字治理实践中面临的问题，倡导规范严谨的学术研究，提升数字治理的研究质量。

公众的普遍接受和实际使用是电子政务价值实现的必要前提。本文基于技术接受与使用整合理论，并融合创新扩散理论、信任理论的核心变量构建概念模型，以重庆、武汉与天津三个城市的普通公众为调研对象，探索分析电子政务公民使用意愿的影响要素。研究发现：相容性、绩效期望、便利条件与政府信任对政府网站公众使用意愿具有显著正向影响，其中，绩效期望的积极作用最强；而努力期望则会明显抑制公众使用意愿；社会影响、便利条件与使用意愿对公众使用行为具有显著促进作用。
,AbstractEN:The general acceptance of the public and the actual use is the necessary prerequisite for the realization of the value of e-government.Using data from the three-city survey undertaken in Chongqing，Wuhan and Tianjin in China，this study builds an integrated model to explore the factors influencing citizens' using behavior of government website.The results show that compatibility，performance expectancy，convenience and trust in government have significant positive effects on the public willingness to use government websites，among which performance expectations plays the strongest positive role in promoting citizens' use intention；effort expectations will inhibit the citizens' use intention；social influence，convenience and use intention have significant positive effect on the citizens' using behavior.

,AbstractEN:The performance of government microblogs varies substantially across regions，and it is intriguing to explain what drives the difference.In this paper we identify a group of variables that may affect government microblog from the supply-demand perspective.We use multisource data of Chinese prefecture-level cities to empirically test the hypotheses.The results reveal that government microblog is primarily driven by supply-side factors，while the effects of demand-side variables are largely limited.We find that government size，fiscal health，administrative rank，and internet penetration rate are positively related to government microblog performance.We discuss the theoretical contributions and policy implications of the results，and conclude with avenues for future research.

,AbstractEN:Cyberspace is a new phenomenon that emerges in the context of information technology development and globalization.At the same time，it also faces a lot of problems and challenges，which need to integrate the development benefits of all civilizations to solve.From the perspective constructing a community of shared future with respect to cyberspace，this article tries to construct a theory for Global Cyberspace Governance，which is composed of cyberspace human-rights，cyberspace sovereignty and cyberspace governance-right.Based on the idea of multiple-shareholders governance，this article also puts forward theoretical reflections and practical policies which combine baseline-equality theory and cyberspace governance.

,AbstractEN:This paper explores the social media's impact to the internal process of local government from a theoretical perspective of informal organization.Based on the WeChat datum from civil servants of city Z，this paper finds out that：WeChat group has become a prevailing way of informal organization generating within local governments in which civil servants can duplicate actual organization structures and team up members for task assignments.WeChat groups duplicating actual organizations improve job involvement and provide emotional supports.WeChat groups that team up task participants facilitate coordination among departments，reduce uncertainties and ambiguities of task objectives，clarify implementation standards，redistribute job duties and responsibilities and foster consensus within group members.The use of WeChat group demonstrates the mechanisms of self seek order building from individual organization members which reflects，at the micro level，how social media technology shapes and reinvents the structures and processes of the hierarchy in public organizations.

,AbstractEN:Under the developing of new normal economy，the government attaches great importance to the implementation of Internet，called internet +，and hope to develop the sharing economy.But some believe they should refrain from intervening in fast-moving，technology driven industries，as the cost of intervention in those industries would generally outweigh possible benefits.Others have argued that a muscular intervention from government is needed，and a new regulatory framework would be required to address problems.A third group argues that competition policy is the right tool to address issues related to market power in digital markets.In this article，after having defined the sharing economy and its development，I will discuss in turn the above arguments and criticisms.Then I will conclude and suggest that the regulation of sharing economy should works in a mixed model：the competition law should as the main and other regulatory framework should as the supplement.Whilst some of the proposals to further enhance the effectiveness of the enforcement system may have some merit in principle，more in-depth research would be required before any legislative reform.

,AbstractEN:In this study，a sample of 482 articles related to citizen online participation between 1997-2016 were collected through CNKI database and then analyzed with Citespace.Variant analyses have been adopted，including keywords co-occurrence analysis，cluster analysis，etc.，to explore the research topics and their change in the past two decades.After that，we chose 52 representative articles to do a traditional analysis to better understand the topic，content，and research methods in citizen online participation research.

,AbstractEN:After the global financial crisis in 2008，countries were striving to seek new breakthroughs to boost economic growth and urban governance.Meanwhile，big data analysis and the rapid development of information technology have laid foundations for the city's economic development and functional upgrading.In 2010，IBM formally put forward the vision of “smart city” as a new way of urban governance and construction，which has aroused widespread interests from domestic scholars.By searching the word of “smart city” in the titles of studies of domestic scholars on CNKI，we sorted out and analyzed the definitions and the status quo of “Smart City”，and based on that predicted the future trend of its research and development.
