本文以全面回顾2015年加拿大联邦大选为基点，从政治文化视角阐述并分析了小特鲁多领导的自由党获胜的内在逻辑，进一步探讨了新政府的内外政策趋向，以及对中加关系的影响。本文认为，加拿大国内自由主义意识形态的回归、“非完全两党制”政党规律的作用，以及小特鲁多个人领袖魅力的展现是此次自由党大获全胜的主要原因。新政府上台后，加拿大将迅速恢复独立外交战略并积极重返国际多边舞台，以此来重塑其中等国家的国际形象。最后，本文对中加未来合作方向进行了展望。
,AbstractEN:On the basis of reviewing the 2015 general election in Canada，the article analyses the victory of Justin Trudeau and the Liberal Party from the perspective of political culture，and further explores the trend of domestic and foreign policies of the Trudeau administration and the impact on the relationship between China and Canada. The article holds that the revival of the liberalism ideology，the regularity of “non-completely bipartisan” and Trudeau’s personal charisma are the main reasons for the victory of Liberal Party in this election. In order to rebuild Canada’s middle-power international profile，the new administration will quickly resume the independent foreign policy and actively return to the multilateral international arena. Finally，the article prospects some hot topics in the field of Sino-Canada cooperation in the future.

,AbstractEN:In 1891 a professor at the University of Toronto，Goldwin Smith，wrote a famous and highly controversial book called Canada and the Canadian Question. He argued that Canada was an unnatural and artificial entity. He maintained that the Canadian system of government was inferior to the American model and that Canada was an absurdity for geographic，ethnic，economic and political reasons. Its ultimate destiny，he thought，would be absorption by the United States. Generations of Canadian political leaders have proven Goldwin Smith wrong. In the 21st century the country faces another important and equally controversial question. Is Canada prepared to move out of the American orbit and align itself with the new world order envisaged by China？The future of Canada-China relations to say nothing of Canada’s economic prosperity depend on the answer to that question. This paper places the discussion in the context of Canadian history and surveys the Canada-China relationship since establishment of diplomatic relations in 1970. It outlines arguments in favour of a free trade agreement and lessons of the recently concluded China-Australia Free Trade Agreement. The article points out obstacles and impediments to closer Canada-China relations and concludes with an answer to the China question.

The logic of US-Canada security cooperation and collaboration is Canada contributes to its defence efforts to satisfy US，and in return，Canada’s economic prosperity is granted by cooperating closely with US. US and Canada faced various traditional and non-traditional threats after the 911 terrorist attacks，it is obvious and necessary to integrate their security endeavors，however，Canada is always worrying about losing its political independence，so their security integration has been stagnant in recent decade. ,AbstractEN:On May 17th 2016，Prime Minister Justin Trudeau issued state apologies to the Indian diaspora in Canada. This apology refers to the Komagata Maru affair （1914） in which more than three hundred Indian passengers were barred from immigrating to Canada. This apology also marks the desire of the Trudeau government to reset Indo-Canadian relations which have stalled under the Conservative government. To explain the areas in which Trudeau intends to engage India，I will first outline the historical background of Indo-Canadian relations to underline the uneven relationship between the two countries. I will then focus on issues that have not been solved in recent years and why Trudeau has a greater chance of solving the challenges of Indo-Canadian relations.

The development of cooperative partnership among Canadian mini-helicopterindustry，relevant Chinese higher educational institutions and enterprises may achieve a very significant result，economically，politically，and educationally，etc. For example，by the establishment of a proposed civic aviation development center，which mainly promotes the applied high-technology，teaching and training with a productive line for the mini-helicopters，Canada and China may not only jointly produce mini-helicopters in batch at low price and high quality for those countries and areas along the Silk Road Economic Belt and the 21st-Century Maritime Silk Road”，i.e. the Belt and Road”（B&R）”，but also can train a large amount of applied professionals at middle and higher skill levels for China and relevant countries. Students are more likely to fully understand which major in university they prefer and choose in order to combine perfectly their penchant，interests，ability and work through general education. Thus，general education in universities plays a vital important role in students’ development. All along，the development of general education received attention from governments and colleges in Canada，and gained some achievements as well. This paper analyses and compares the similairties and differences in general education between Chinese universities and Canadian universities by introducting the concepts and practices of general education in Canada，so as to provide references for the reform of general education in Chinese universities.

,AbstractEN:This article seeks to discuss the influence of environmental migrations by analyzing the Aboriginal migration from Canada’s Banff National Park. The author began with an introduction of the park’s history，covering the Stoney people’s settlement in the area in 1873，the establishment of the Banff Hot Springs Reserve in 1885，and the hunting ban of 1890，which eventually drove the Aboriginals away from their homes. Then，the author analyzed the reasons behind the Canadian government’s decision to enact the ban from several perspectives，including the differences between sports hunting and hunting activity by Aboriginals，the influences of environmental preservationists，failure of the Bureau of Indian Affairs’ assimilation policy，and the tourism industry，while rejecting the idea that the Banff migration was to create a so called “wilderness”，or uninhabited area. Finally，he concluded that developing countries should be careful when making policy decisions regarding environmental migrations，as such policies often achieve environmental protection at the risk of vulnerable groups，while the benefits usually end up in the pockets of rich or powerful individuals.
