This paper focuses on the research methods,basic theoretical assumptions and theoretical model of contemporary Chinese local government behavior in recent years,and tries to put forward new research questions and ideas in the dialogue between basic theory and existing empirical research from the perspective of economic sociology. This review summarizes some theories related to the behavior of local governments,highlights the role of basic theory in explaining contemporary Chinese government behavior,and affirms and demonstrates the broad possibility to dialogue with basic theory based on Chinese evidence.

In the past 20 years,the changing practice in China has been characterized by different institutional operating in the Soviet Union,Eastern Europe and other socialist countries. This paper tries to understand the institutional operation from the perspective of intertwined formulation and implementation,and then investigates the special institutional operation model—flexibility. Taking concrete practices in the development of township enterprises in China as an example,this paper elaborates the concept meaning,typical mode,implementation conditions and operation mechanism in details. As a choice in a given social structure,flexibility is not only a way of institutional operation,but also one of the important mechanisms of institutional changing in China in recent years. Therefore,as the institutional operation and institutional changing in the social transformation,flexibility played an irreplaceable role in many fields,and discussion of alternative will help to understand the ongoing surface calm and profound internal changes in Chinese transformation.

制度分析是社会学剖析社会运行逻辑的惯常性学科视角,在经济社会学研究领域呈现了组织社会学新制度学派(以下简称“组织制度学派”)和历史的新制度主义(以下简称“历史制度学派”)两大分支争相绽放的格局(高柏,2008)。组织制度学派视组织为分析单位,聚焦于“为什么不同类型组织会有趋同性行为”这一问题,剖析了行动者的主观认知对组织行为的形塑作用,强调制度具有“理性神话”的特点并内生于行动者的选择偏好之中(DiMaggio and Powell,1991:1-38)。对此,组织制度学派给出了“合法性”的解释机制,认为组织的趋同现象是行动者为了切合社会规范、文化观念的预期而无反思的行为结果(周雪光,2003)。与之不同,历史制度学派将制度定义为“一套正式和非正式的规则和程序”,聚焦于“不同国家为什么会演化生成多样性制度但其内部仍有延续性”这一问题,将分析指向了制度多样性及其变迁。历史制度学派的核心旨趣在于强调国家政治对于制度变迁模式的影响,其核心思想可以体现为“指引决策的制度体现了历史的经验”(坎贝尔,2010:21~26)。历史制度学派不强调从宏观层面以集结的方式分析制度演变并倒推微观层面个体行动的利益诉求,这是与传统经济学和理性选择学派的最大的不同(高柏,2008)。

The use of earmarked projects in the top-down distribution of resources has become prevalent since the mid-1990s. It has spilled over from the financial arena to other areas and become a key institutional mechanism of governance and policy implementation. In this article,I aim to accomplish three goals. First,drawing on research in this area,I highlight main organizational typologies in the institution of earmarked projects;second,I develop an analytical framework from the lens of the “control rights” theory for the analysis of earmarked projects in light of different modes of authority relationships,interactive processes,and conditions for transitions among different modes. Finally,I discuss the significance of the institution of earmarked projects in governing China.

自分税制改革以来,财政资源逐渐集中在中央政府,但事权并没有相应上收。由此造成地方治理财权与事权不对等,而且越到基层,不对称程度越高。在此结构下,必然需要一套庞大的自上而下的财力转移体系(周飞舟,2012),项目制即是其中的核心。

对于项目制的研究,近年来成果颇丰,影响渐隆。首先,在领域方面,既有研究揭示了项目制在公共治理中的各大领域都有涉及。以财政分配体系为核心,项目制在教育、环保、文化、扶贫、社会治理等层面都在发挥作用,涵盖了政府行为中的主要领域,而且涉及面日益扩展(马良灿,2013;郑世林,2016)。其次,在影响方面,项目制提升了自上而下的部门动员力和对基层的控制力,形成了一套制度化、技术化的项目管理流程,重构了基层政府的运作模式,从常规运行变成了围绕项目运行(折晓叶、陈婴婴,2011;渠敬东,2012)。同时,也带来了项目资源脱离地方实际、不同地方资源分配差距扩大的后果(陈家建,2013)。总之,项目制涉及面广、影响程度深,是探讨当代中国国家治理问题时必须讨论的核心议题。

政府行使权力的方式影响着政府与社会的边界。政府在什么条件下选择直接管理的治理系统,而又在什么条件下选择发包社会的治理系统?运用数学模型,本文揭示了政府治理系统选择的行为逻辑。政府在决策时面临一个核心的权衡:如果选择直接管理的治理系统,政府虽然可以获得控制权带来的隐性收益,但是同样面临权力行使的政治风险;如果选择发包社会的治理系统,政府虽然可以规避权力行使的政治风险,但是也丧失了获取控制权带来的隐性收益的机会。本文还讨论了约束条件的变化对于均衡治理系统选择的影响。模型可以用于理解成都地区农村土地确权中治理系统选择的逻辑。本文将消费者的抱怨引入分析,探讨了消费者抱怨的“火灾警报”机制在影响地方政府治理系统选择中的作用。

The way for the government to execute power has crucial influence on the boundary between government and society. When does the government choose Direct Management (DM) governance system?When does the government choose Assigning to the Society (AS) governance system?With the help of mathematical model,this paper attempts to reveal the logics inherent in the behavior of government. There is a fundamental trade-off faced by the government when making decisions:if it chooses DM governance system,although it can reap the invisible benefits resulting from the control of executive power,it should bear the political risks in the process of executing power;if it chooses AS governance system,while it can avert political risks,it also loses the opportunity to grab invisible benefits. This paper discusses the change of parameters and their influence on the choice of equilibrium governance system. This model can shed light on the understanding of logics behind the choice of governance system of the project —“Defining Land Property” in rural areas of Chengdu. This paper brings consumer complaint into analysis and study the role of “fire alarm” mechanism in affecting the choice of governance system decided by government.

From the standpoint of governing people,the basic characteristic of the Chinese political system is the separation of the power to govern officials from the power to govern people,which forms “the vertically decentralized authoritarianism”. The central government controls the rights of governing officials which includes appointment,supervision,rewards and punishment of the officials. With regard to governing people,it is the responsibility of local government. As long as the local officials don’t violate the principle of the central government,they can decide how to govern people under its jurisdiction for themselves. This authoritarian system contains two mechanisms to reduce the political risk of the central government:One is to disperse the political risk,and the other is to adjust the degree of the centralization of state power spontaneously. As a result the two mechanisms contribute to long-term stability of the authoritarian system.

Following the opportunitist tradition in the study of political business cycles,the paper examines the term-punctuated pattern of infrastructure investments to clarify the de factoterm of office in today’s China. The authors find that without the protection of fixed terms,these officials tend to devote investment to achieving their performance and keep adding to their inputs as long as they stay in office. As a result,the control of the state and superiors over these local cadres tends to be most effective,and so is the role of local governments to promote economic development.

This paper is a case study of a rural enterprise,through the social process of “interactive innovation” between local government and enterprise while the enterprise facing and solving the problems,we can find the transformation of utility function of enterprise. Generally,the researchers believe that enterprise and entrepreneur are the core of innovation,while based on the detailed analysis,this paper believes that innovation is not an individual behavior of enterprise or entrepreneur,innovation actually comes from the social interaction between enterprise,government and the other subjects,and it’s the result of effective social interaction. Then this paper presents a new concept of “interactive innovation”,namely the intersection of capturing opportunities within several subjects’ social interaction.

Besides,enterprise has dual targets,one is monetary profit and the other is net income of relationship establishment and maintenance. In the process of enterprise growth,the deep participation of local government and the interaction between enterprise,government and the other subjects,will change the condition for enterprise to achieve dual targets,resulting in the right shift of budget constraint line,and optimize the enterprise’s utility.

Interaction between superior government and subordinate government is a ubiquitous phenomenon in administrative division adjustment,but the academic study is insufficient on the theory discussion and empirical research. Based on the reality of administrative division adjustment in recent years of China,firstly we construct a theoretical model which includes two factors of space and location order,it points out the analysis emphasis are division decision models of government and consultation model between superior and subordinate government. Then we present the strategies in the two times of administrative division adjustment in SS town between F city and N district by our theoretical model. The key findings as follow:the strategies traits of game participants under specific surroundings contains “obtain benefit outside by interior adjustment”,“integrate zero-sum and positive-sum game” and “win-win game”,it helps us understand the combination of environmental factors and initiative factors. Moreover,this article promotes the analysis of governmental behaviors and interactive mode between superior and subordinate government,and the theoretical models also have referential meanings on the interaction in other governing fields between each hierarchies of Chinese government.

本文通过对蓉西镇旧镇改造规划过程中政府与民众具体互动的方式进行分析,归纳出了小城镇规划中的双边协商模式。这样一种双边协商模式既不同于相对集权国家通行的单边决策模式,也不同于西方民主国家比较普遍的民众投票参与的方式。它是通过政府对民众的动员让民众参与进来,再与民众就规划的各个方面进行协商,最后交由民众自己组织实施的。在这样的模式背后,有一些特定的结构性因素和情境性因素影响着政府与镇民的选择,其中结构性因素包括基本制度下的政府主导决策权力和重视社会呼吁的层级结构带来的维稳要求,情境性因素则包括历史和区位条件。正是这些结构性因素和情境性因素的影响才导致了本案例中双边协商模式的出现。

This paper concludes the bilateral negotiation pattern in small town planning through analyzing the specific interaction between government and people in the process of the old town renovation in Rongxi town. In the case of Rongxi town,people interacted with the government in the whole process of planning formulation and implementation as a party. The government let people participate in the preliminaryselection of planning scheme from the beginning by discussing the possibility of various scheme with them. As a result,they both had the intention of renovation after excluding the choice of removal and maintenance.

This bilateralnegotiation pattern is not only different from the unilateral decision pattern in centralized states,but also different from the vote in democratic states. It includes government’s mobilization,negotiation between the government and the people on every aspect of the planning and people’s implementation by their own organization authorized by government.
