    北京市新能源汽车政策效应及产业发展研究

    摘要

    新能源汽车是城市绿色交通的重要组成部分。在政策的推动下,我国新能源汽车产业发展迅速。市场购买意愿迅速增长的主要原因在于政策对消费市场和企业研发的双重引导,以及对企业赋能从而驱动产业技术进步。中央和北京市政府的两级购车补贴政策大幅降低了消费者的购车成本,使新能源车具备了与燃油汽车竞争的市场价格,引导市场对新能源汽车的购买。政府补贴在低续航里程车型上的快速退坡和向高续航里程车型的倾斜,引导动力电池产业加快技术进步,配备高能量密度电池的车型不断推向市场。当前北京市场的商用车、公共交通新能源车渗透率较低,充电桩利用率较低,电池回收体系尚未完善。政策应当从引导、赋能、协调、规范等方面发挥作用,促进新能源汽车产业持续发展。在整车消费市场方面,要拓展纯电动车的市场应用,推动氢燃料电池车的市场应用;在充电基础设施市场方面,要建运分离,政策支持,统一标准,互联互通;在回收体系方面,要建立专业渠道,建立退役动力电池回收问责机制,将车主的电池处理行为纳入诚信体系,建立信息共享机制,追踪电池去向。

    Abstract

    New energy vehicle is an important part of urban green transportation. Under the policy impetus,our country new energy automobile industry develops rapidly. The main reason for the rapid growth of market purchasing intention lies in the dual guidance of policy to consumer market and enterprise R & D,and the enabling of enterprises to drive industrial technological progress. The two-stage subsidy policy of the central and Beijing municipal governments has greatly reduced the cost of new energy vehicles for consumers,so that new energy vehicles have a competitive market price with fuel-based vehicles,leading the market to buy new energy vehicles. Government subsidies in the low-range vehicle rapid downhill and to high-range vehicle tilt,guide the power battery industry to speed up technological progress,equipped with high-energy density battery models continue to market. At present,the permeability of commercial vehicles and public transport new energy vehicles in Beijing market is low,the utilization rate of charging piles is low,and the battery recovery system is not perfect. Policies should play a role in guiding,empowering,coordinating and regulating the new energy automobile industry and promote its sustainable development. In the whole vehicle consumption market,we should expand the market application of pure electric vehicles and promote the market application of hydrogen fuel cell vehicles. In charging infrastructure market,it is necessary to build and transport separation,policy support,unified standards,interconnection and interoperability;In the aspect of recycling system,we should set up professional channels,establish the accountability mechanism of retired power battery recovery,bring the owner’s battery handling behavior into the credit system,establish the information sharing mechanism,and track the battery’s whereabouts.
