This paper takes the comprehensive influence of Annual Report on China’s Education-Blue Book of Educationwhich is edited by the 21stCentury Institute of Education as the evaluation research object. It is under the background framework of private education think tanks participating in the education public policy advocacy and relying on the participatory evaluation paradigm,this paper discusses the comprehensive evaluation and analysis of the impact of academic publishing,dissemination and promotion and policy advocacy. Based on the evaluation,it can be found that in the domestic “education” publishing sequence,Annual Report on China’s Education is one of the earliest publication,the strongest continuity,and a small number of social think tank output;The content quality maintains a high level,ranking in the top of the evaluation ranking for many years;it is selected as the first batch of English version of Pishu published internationally,and the number of reports by traditional mainstream media and new media is on the rise;actively promote the formulation,advocacy and promotion of education policies. This paper reveals the multiple and complex value and role of stakeholders in participatory evaluation,and provides useful experience for the impact evaluation of similar publishing projects.
