    2018~2019年中国邮轮产业发展研究:邮轮经济全产业链实质性启动

    摘要

    邮轮产业在中国已经进入第二个十年发展期,机遇与挑战并存。在改革开放再出发的时代背景下,中国邮轮经济进入了由“高速度增长”向“高质量、高品位发展”转变的关键时期。2019年,中国邮轮市场规模呈波动性调整态势,邮轮市场供给量有所降低,但“质”的提升在继续,皇家加勒比“海洋光谱号”、歌诗达“威尼斯号”等新邮轮将布局中国市场,未来还有更新、更大型的邮轮进来,为推动功能建设、制度完善提供了宝贵的时间窗口期。同时,国产大型邮轮实质性启动,本土邮轮船队逐步组建,邮轮配套产业集群逐步形成,邮轮港口接待能级持续提升,邮轮政策环境持续优化,标志着中国进入邮轮旅游向邮轮经济全产业链发展的关键之年。随着邮轮市场逐步达到一定规模,相关产业要素需求逐步显现,具备了向邮轮经济转型的基础。2018年11月,中船集团与嘉年华集团、芬坎蒂尼集团在首届进博会上正式签订2+4艘13.5万总吨Vista级大型邮轮建造合同,标志着我国首艘大型邮轮设计建造及相关配套产业集群进入正式实施阶段,产业规模将达到数百亿元乃至千亿元级。国际邮轮业界权威预计,中国到2030年需要80~100艘邮轮,按每艘邮轮50亿元人民币造价计算,市场规模为3000亿~4000亿元。

    Abstract

    Cruise industry in China has entered the second decade of development,opportunities and challenges coexist. Under the background of reform and opening up,China’s cruise economy has entered a critical period of transition from “high-speed growth” to “high-quality,high-grade development”. In 2019,the size of China’s cruise market has been adjusted in a volatile manner,and the supply of cruise market has been reduced,but the improvement of “quality” is continuing. New cruises such as Royal Caribbean Ocean Spectrum and Golden Star Venice will lay out China’s market this year. In the future,more and more cruises will come in to promote their functions. Construction and system improvement provide valuable time window period. At the same time,the substantial start of large domestic cruise ships,the gradual formation of local cruise fleet,the gradual formation of cruise industry clusters,the continuous improvement of cruise port reception level,and the continuous optimization of cruise policy environment mark the key year for China to enter cruise tourism and develop into the cruise economic and industrial chain. With the cruise market gradually reaching a certain scale,the demand for relevant industrial factors gradually emerges,which has the basis for the transformation to the cruise economy. In November 2018,China Shipping Group,Carnival Group and Fincantini Group formally signed 2+4 large cruise ship construction contracts with total tonnage of 135,000 Vista class at the First China Expo,which marked that the first large cruise ship design and construction and related supporting industrial clusters in China entered the formal implementation stage,and the industrial scale will reach tens of billions or even hundreds of billions of billions.。International cruise industry authorities predict that China will need 80-100 cruise ships by 2030,with a market size of 300-400 billion yuan at a cost of 5 billion yuan per cruise ship.
