Due to the large-scale population movement and migrant workers,the compulsory education for migrant children has become a major issue in education equality. After the development and change in more than ten years,the “two-oriented” policy (inflow government undertakes the major responsibility of providing education to migrant children;the majority of migrant children receive education in public schools)and local practices have been changing toward the “two-included” policy (permanent residents are included in regional education development planning;education of migrant children is included in fiscal security range). At the same time,new barriers in education for migrant children have arisen due to population regulation in big cities. We propose to follow the inherent rules of population movement and urbanization,lower the enrollment thresholds and protect education rights of migrant children. Overall planning at provincial government level is needed to establish a mechanism that governments at all levels share the education fiscal responsibility. We should also solve the problem of migrant children’s sitting senior high school examination and college entrance examination locally and attach importance to preschool education and education after middle school for migrant children. The point-based household and enrollment system need to be improved in order to substantively promote the citizenization of migrant population.
