In order to meet the needs of achieving the carbon neutralization goal of peak carbon，Guangzhou City has adopted a series of legal actions in 2021. In the revision of the Guangzhou Ecological Environmental Protection Regulations and the newly formulated local regulations，rules and normative documents，the strategic requirements and specific measures to achieve the dual carbon goal are incorporated. Carbon emissions trading has been continuously expanded and deepened to serve the construction of a unified carbon market in the Guangdong-Hong Kong-Macao Greater Bay Area that green and low-carbon finance continues to innovate，green building regulations have been fully implemented，the construction of a low-carbon and green travel transportation system has been accelerated，and the construction of forest carbon sinks has been strengthened.
