The construction of an international science and technology innovation center is not only a core engine for accelerating the implementation of the innovation-driven development strategy and building a strong science and technology nation，but also an important breakthrough to help the collaborative development of Beijing，Tianjin，and Hebei progress in depth. Based on the analysis of the connotation，basic features，and main functions of an international science and technology innovation center，this report will discuss the theoretical level influence mechanism of its construction on the collaborative development of Beijing，Tianjin，and Hebei. Additionally，the report will analyze the main problems faced by the construction of an international science and technology innovation center in Beijing，and the key points that need to be addressed in order to contribute to the collaborative development of Beijing，Tianjin，and Hebei at the application level. The study found that the construction of Beijing’s international science and technology innovation center is facing several challenges：a low level of enterprise innovation，a need to strengthen the position of the main body of technological innovation；relatively insufficient investment in basic research，a need to enhance R&D strength；University-Industry-Research cooperation needs to be deepened，and the University-Industry-Research collaborative innovation system needs improvement；failure to give full play to the advantages of innovation，and a poor level of industrialization of science and technology innovation；insufficient support of industrialization resources from Tianjin and Hebei，which restricts market application and industrialization of innovation results in Beijing. Problems such as the disparity in innovation gradients among the three regions，the obvious “core-periphery” feature，and the need to strengthen innovation exchanges and cooperation among cities，as well as the need to enhance Beijing’s innovation resources to serve Tianjin and Hebei，have restricted the process of the international science and technology innovation center driving the collaborative development of Beijing，Tianjin，and Hebei. Based on these findings，the following countermeasures are proposed：taking multiple measures and cooperating with each other to support the construction of Beijing’s international science and technology innovation center；promoting the opening and sharing of innovation resources and scientific research to accelerate the level of science and technology innovation in Tianjin and Hebei；improving the efficiency of science and technology results matching and promoting the transformation of Beijing’s innovation results in Tianjin and Hebei；strengthening the construction of basic capacities for the transformation of science and technology results to help with the optimization of industries in Tianjin and Hebei；and so on.
