As an important organizational form in the regional innovation ecosystem,innovation clusters play a crucial role in enhancing innovation capacity and efficiency,promoting the transformation and application of innovation results,and serving as an important vehicle for collaborative innovation in the Beijing-Tianjin-Hebei city cluster. This report focuses on three types of innovation clusters:R& D,intermediary,and application clusters,and compares the Beijing-Tianjin-Hebei city cluster with other city clusters and cities in China through cross-sectional and vertical comparisons to explore the strengths and weaknesses of Beijing-Tianjin-Hebei in these clusters. It also constructs a panel regression model to investigate the factors that influence innovation clusters. The study finds that there is still room for improvement in the clustering level of R& D and application clusters in the Beijing-Tianjin-Hebei city cluster,whereas the clustering level of intermediary clusters is significantly higher than that of other city clusters. The Beijing-Tianjin-Hebei city cluster has formed a pattern in which R& D intermediaries are clustered in the central cities,while manufacturing is distributed in peripheral regions. When compared to cities of the same level,those in the Beijing-Tianjin-Hebei city cluster only demonstrate strong comparative advantages in intermediary clusters. Additionally,different environmental factors have varying degrees of influence on the different innovation clusters in the Beijing-Tianjin-Hebei urban agglomeration. Based on these findings,corresponding countermeasures are proposed:firstly,to address the shortcomings of R& D main bodies by encouraging them to carry out research on key core and basic frontier technologies;secondly,to expand the advantages of intermediary clusters in the Beijing-Tianjin-Hebei urban agglomeration and give full play to their “glue” role;thirdly,to enhance the ability of each city to transform scientific research results into concrete applied technologies based on their comparative advantages;fourthly,to improve the competitiveness of each city.
