Since the 19th National Congress of the Communist Party of China (CPC),in accordance with the decisions and plans of the CPC Central Committee,governments and departments at all levels focus on improving the business environment and enhancing the sense of gain of business people,deepening the reform to delegate power,improve regulation and upgrade services based on the previous achievements,making further progress in transforming government functions. Firstly,the administration streamlining and power delegation are conducted in a goal-oriented,problem-oriented and demand-oriented manner;secondly,innovations in systems and mechanisms as well as ways and means of supervision are promoted to effectively improve the level of market regulation;thirdly,the ‘Internet Plus’ initiative is advanced to comprehensively improve government services. Currently,the reform of delegation regulation and service is still faced with a few problems,including the inefficiency of standardization of administrative examination and approval,supervision and services,the reservation of internal network information by some departments causing the lack of interconnection of information system,the lag of supporting reform measures leading to the regulatory failure,the inadequacy of the social credit system construction affecting regulatory effect,the formalism of reform practices in some places,the absence of laws and regulations hampering the reform,and the ambiguity of working relationship after institutional reform. The next step of further reform is to shift the focus from ‘delegation’ to ‘regulation’ and ‘service’,adhere to the combination of ‘delegation of power’ and ‘governance of power’,coordinate the reform of delegation,regulation and service with the reform of institution establishment and fiscal system,and strive to promote streamlining,integration,standardization,networking and openness.
