Since the 18th National Congress of the Communist Party of China, the Chinese government has been pushing forward the reform of state-owned enterprises,to make its state-owned capital and enterprises stronger, better, and bigger. Meanwhile,China has further propelled its modern enterprise system with Chinese characteristics and the supervision system on state-owned assets, which is centralized on capital management. The country has also continued to optimize the layout and structure of its state-owned economy, with a vigorous development on mixed-ownership economy. Therefore,China’s state-owned economy meets its improvement in terms of competitiveness, innovation, controllability, influence and risk-resistance. It is fair to say that China has made tremendous achievements in the reform of state-owned enterprises and the development of the state-owned economy, contributing historically to China’s economic and social development, scientific and technological progress, national defense construction, and the improvement of people’s livelihood. At present, the socialism with Chinese characteristics has entered a new stage. Thus,China needs to fully implement the new development philosophy, and accelerate the construction of the new development paradigm. China’s state-owned enterprises serve as a vital force to improve the nation’s comprehensive strength,to propel its modernization process and to protect people’s common interests. Towards a modern socialist country, new missions and tasks must come down to China’s state-owned enterprises. Therefore,state-owned capital and enterprises should focus on high-level self-reliance and self-improvement in science and technology, improve the management of the industrial and supply chains,so as to promote the common prosperity and realize people’s pursuit towards a better life. By doing so,China’s state-owned capital and enterprises can play a better role in the dual circulation where domestic driven forces can pull up overseas demands, and encourage the innovation of China’s real economy.
