Cultivating “chain owners” enterprises and enhancing their ecological leadership is an important means to enhance the competitiveness of China’s industrial chain supply chain，and a key measure to accelerate the transformation and upgrading of China’s industries. At present，the “chain owner” enterprises are lack of industrial cooperation and integration，technological innovation leadership，digital transformation empowerment and international market control. In response to the above issues，combined with international successful experience，this article believes that “chain owners” enterprises should focus on core technological innovation，build technology research and development platforms and industrial cooperation networks；Improve management level，focus on high-end，intelligent，digital，green，and global upgrading；Promote efficiency improvement and lead the high-quality and cost-effective development of the manufacturing industry. In terms of business environment，create an industrial ecological platform to provide soil for the growth of high-quality “chain owners” enterprises. In terms of supporting measures，the government should improve policy support and strengthen precise support.
