    2019年餐饮业高质量发展的产业政策转型研究报告

    摘要

    本报告根据新冠肺炎疫情防控的进展,将与餐饮业相关的产业政策分为防控政策和扶持政策两大类,将扶持政策细分为中央财政扶持政策、中央金融扶持政策、中央其他扶持政策、地方扶持政策四种类型,归纳总结了全面严控、分区精准防控、有序复工复产等不同阶段的产业政策,并就产业政策的内容、实施效果进行了分析和研判,指出了产业政策需要持续改进的方向。本报告课题组结合餐饮业长期高质量发展和当前走出困境的需要,提出了短期产业政策调整需要从加大供给侧扶持力度和加强需求刺激两个方面入手,形成政策合力,提振行业信心和消费信心;长期产业政策需要从化危为机,以新发展理念引领产业政策转型着眼,通过不断完善餐饮业治理体系,制定餐饮业发展条例,谋划“十四五”发展规划等路径和举措,加快推进餐饮业高质量发展。

    Abstract

    Based on the progress of COVID-19 containment,this report divides industrial policies related to the catering industry into two categories,that is,containment policies and supportive policies,which are subdivided into four types,that is,central fiscal supportive policy,central financial supportive policy,other central supportive policies and local supportive policies,summarizing the industrial policies at different stages,such as comprehensive and strict control,precise containment in different regions,orderly resumption of work and production,etc.,analyzing and judging the content and implementation effect of industrial policies,and pointing out the direction for continuous improvement of the industrial policies. Based on the need for making high-quality development in the long run and getting out of the predicament currently in the catering industry,the research group of this report proposed that the short-term industrial policy adjustment should start from two aspects,namely,increasing the supply side support and strengthening demand stimulus,so as to form policy synergy and boost industry confidence and consumer confidence;For the long-term industrial policy,it is required to focus on turning the crisis into an opportunity,guiding the transformation of industrial policy with the new development concept,and accelerate the high-quality development of the catering industry by constantly improving the governance system of the catering industry,formulating the development regulations of the catering industry,and making the development plan during the “14th Five-year Plan” period,and other paths and measures.
