本报告通过对重庆市长江流域生态治理案例分析和研究发现:治理主体和治理手段趋向多元化,政府跨区域生态治理合作日益加强;“双总河长制”初见成效;长江流域消落带治理更加科学化。为破除多元主体协同治理的困境,还须推进法制建设,为多元共治的大环保格局提供法律保障;建立科学的生态治理评价体系,指导政府、企业和社会公众的治理行动;建立生态信息大智慧平台,实现信息共享的价值目标。
<<Based on the case study of ecological governance in Chongqing,it is found that the means of multi-subjects governance tend to be diversified,and cross-regional cooperation between governments is increasingly strengthened. The “River Chief System” and the Yangtze River subsidence zone management has achieved great results. It still needs to promote the law system for providing the legal guarantee for environmental protection in multi-subjects;Establishing a scientific ecological governance evaluation system to guide the governance actions of the government,enterprises and the public;and establishing ecological information Bigdata platform to realize the value goal of information sharing.
