    摘要

    2018~2019年中国文化建设取得了突出的成绩,主要表现在六个方面:文化政策具有较强的针对性,体现出高度的战略眼光;文化发展总体势头良好,发展格局趋于均衡;文化产业成绩突出,正向国民经济支柱产业迈进;新媒体发展势头强劲,文化传播能力显著增强;培育和践行社会主义核心价值观取得明显进展;“一带一路”文化对外交流成果显著,得到民众较高认可。但目前中国文化建设仍存在五个方面的不足:基层公共文化建设的机构发展停滞不前,群众文化活动开展不足;文化精品力作不多,粗制滥造、低水平重复的文化产品充斥市场;优秀传统文化的发展不尽如人意,尚未得到足够的支持;党员干部在文化建设中的引领作用发挥不够;文化“走出去”仍然缺乏创意、办法和针对性,未能达到应有的效果。解决这些问题,必须采取有针对性的对策:“送文化”与“种文化”相结合,活跃基层民众的文化生活,满足人民群众不断增长的多样化的文化需求;政府管理与市场机制相结合,助力文化精品的生产;根据继承和弘扬优秀传统文化的精神,精心设计能够适应当代中国文化生活的实现路径;提高相关党员干部的文化素养,建立适当的民主监督机制;建立多种文化“走出去”渠道,鼓励有针对性的创意和办法,讲好中国故事。

    Abstract

    In the year of 2018-2019,the construction of Chinese culture has some outstanding achievements which can be outlined from the following six aspects:Chinese cultural policies issued in 2019 have shown great pertinence and highly strategic vision;the overall development of Chinese culture has exhibited a strong tendency of progress,as well as a balanced developmental scheme;with its outstanding performance,Chinese cultural industry is on its way of becoming one of the pillars of national economy;the capacities of cultural communication have been greatly enhanced,and the development of new media has been gaining great momentum;we have made remarkable progress in cultivating and Practicing Socialist Core Values;cultural achievements on foreign exchange of the Belt and Road Initiative is noticeable and have been recognized by Chinese people. However,there are still some issues of the present development of Chinese culture:the development of primary-level public cultural construction’s organizations has remained stagnant,and cultural activities for the people have been inadequate;high-quality products and cultural masterpieces are still lacking while too many repetitive and slipshod products remains in the cultural market;excellent traditional culture has not been well developed and not gained enough support in Chinese cultural construction;party members and cadres have not done enough in playing proper leading roles of cultural construction;in the implement of Culture Going Out Strategy,originality,pertinence and good methods are still lacking,as a result,the strategy fail to achieve its goal. To solve these problems,we should implement pertinent measures as follows:“gifting out our culture” should be combined with “sowing the seed for the love of the Chinese culture”,so as to activate primary-level cultural lives and satisfy the ever-developing diversified cultural needs of people;government management and market mechanism should work together to encourage the production of cultural masterpieces;based on the essence of excellent traditional culture,different routes of cultural preservation and development should be designed to rejuvenate our excellent traditional cultural in contemporary Chinese cultural lives;party members and cadres should improve their understanding of culture,proper mechanism of democratic supervision should be constructed;and diversified channels for implementing the Culture Going Out Strategy should be explored to encourage different ways of telling Chinese stories well with pertinence and originality.
