The report provides an analysis of the state of conservation of outstanding universal value in 2021,based on the data from the Annual Monitoring Reports of the year 2021 on World Cultural Heritage Properties in China. In general,World Cultural Heritage properties in China secured a basically stable state of conservation in 2021. Overall layouts,use and function,and heritage elements of most World Cultural Heritage properties in China remained unchanged or have seen positive changes. This benefits the maintenance and transmission of the outstanding universal value. At the same time,however,World Cultural Heritage properties in China also face many risks and challenges,including the ongoing pressure of construction in their surroundings and ever-increasing destructive impact of disasters,such as climate change,severe weather events or sudden ecological and geological events. Innovative approaches and means of heritage use are still needed. In response to the principles of “conservation first,strengthened management,exploration of value,effective use,and activating cultural heritage” for the conservation work in the new era and with an aim to ensure the continuous improvement in the state of conservation of World Cultural Heritage properties in China,it is proposed that local governments and relevant departments strengthen efforts in the following aspects:fully and accurately identify value attributes and set out core tasks of protection and management;establish a working mechanism of multi-departmental cooperation to strengthen the regulation of construction activities in heritage surroundings;speed up surveys of diseases and hazards and monitoring of severe diseases and hazards and make vigorous efforts to implement the concept of preventive conservation;enhance the resilience of the heritage properties against disasters and minimize negative impact of disasters on the heritage properties;actively explore ways of effective use of the heritage properties and activate World Cultural Heritage properties.
