Chapter 6 Strategic Thoughts on the Development of China’s Low Carbon
In order to deal with climate change,each country has successively put forward a series of strategies and policies for reducing greenhouse gas emissions. In 2003,UK formally presented the concept of low carbon economy in Energy White Paper for the first time,stating that low carbon economy featuring higher economic output with fewer natural resources and less environmental pollution,will contribute to higher living standards and a better quality of life so as to create new business opportunities to develop,apply and export leading-edge technologies and more employment opportunities. In July 2009,UK government further issued the strategic blueprint for becoming a low carbon economy country. In 2007,Ministry of Environment of Japan raised a draft for realizing a low carbon society,striving for guaranteeing the greenhouse gas emission reduction through changing consumption concept and living style,as well as implementing low carbon technology and systems. In 2009,US also explicated the objective of establishing clean energy economy in The American Clean Energy and Security Act of 2009(ACES)approved by House of Representatives,aiming at fulfilling energy security and independence and creating the status of clean energy economy through developing clean energy and improving energy efficiency. At the fifteenth APEC Economic Leaders’ Meeting in September 2007,Mr. Hu Jingtao,President of the People’s Republic of China,seriously proposed the development of low carbon economy on the basis of a highly responsible attitude to humankind and the future.
