Ⅰ Strategic Importance and Background of Developing Indexes for Evaluating Transformation of Economic Development Pattern

To accelerate the transformation of economic development pattern is a key strategic task for China in realizing sustainable development. This concept，since it was first put forward in the work report of the 17th CPC National Congress，has played an active guiding role in China’s economic construction and social development. The Fifth Plenum of the 17th CPC Central Committee has pointed out that “acceleration of the transformation of the economic development pattern marks a profound reform in both economic and social sectors”，and emphasized that we should “employ the expedited transformation of the economic development pattern as the main line”. In order to drive the expedited transformation of the economic development pattern，it is necessary to establish a scientific，standardized，feasible system for evaluating and appraising the economic development pattern. The evaluation and appraisal system is conducive to scientific judgment of the progress China has made in transforming economic development pattern；to changing the value outlook of cadres at various levels in regard to political achievements. It will also guide governments at various levels to link economic growth，social development and environmental protection with people’s welfare，thoroughly applying the Scientific Outlook on Development.
