Many policy makers both in Tokyo and Moscow are now of the view that Japan-Russian relations have improved markedly in the last few years. Some regard the current relationship as the best it has been in one hundred years.

This paper attempts to analyze factors which have brought about such an improvement, to enumerate instances of policy actions both governments took and finally to present issues and challenges for further improvements of the relations looking towards the 21st century.
