The Fifth Plenary Session of the 16th Central Committee of the Party has proposed adhering to the scientific outlook on development that guides the economic and social development as a whole，and effectively shifts the economic and social development into the track of comprehensive，coordinated and sustainable development，which is an important decision made on basis of conscientious sum-up of the 55-year experience in economic construction of new China，especially the 26-year experience in reform and opening up. Conscientious implementation of the scientific outlook on development is a fundamental guarantee for us to achieve the planned objectives of the “tenth five-year” and the objective of building a well-off society in an all-round way. Scientific outlook on development is inheritance to，and development of the Party’s guiding ideology of socialist construction，true implementation of which is based on in-depth understanding of the relationship that the scientific outlook on development comes down in one continuous line with the Party’s theory on development，the Deng Xiaoping Theory and the important thought of “Three Represents”.
