In the Proposals on the formulation of the Ninth Five-year Plan，the Central Committee of the Communist Party of China pointed out that the key missions of establishing and improving socialist market economic system was to adjust government functions，enhance the capacity for macro control，and improve the state macro regulation and control system. We should engage in a serious learning of the Proposals and try to grasp its spirit and promote a successful reform and construction in this respect.
