中文摘要

互联网政务是信息技术进步和政府再造的理性选择相结合的产物,为政府治理和公共服务提供带来深刻的变革。如何利用新兴的政务新媒体平台重构政务服务方式,建立一个以公众为中心、以需求为导向的服务型政府,是各级政府亟待解决的重要问题。

本书主要采取用户、组织和制度的视角,围绕非技术性因素尤其是创新行为、接纳行为、决策过程和制度安排等方面来理解政务新媒体和互联网政务,特别地,以政务微博为切入点,较为全面地刻画和深度剖析地方政府对政务新媒体的接纳、政务新媒体在地方政府之间的扩散、政务新媒体常规化运作过程中出现的品质缺口及其规制问题。

本书研究结论表明,政务新媒体是以组织和制度的逻辑被接纳和实施的,它在政府部门的公共运用并不简单地取决于政务新媒体的技术属性和变革潜能,更加重要的是政府部门的治理理念、创新精神和制度力量。
