本书尝试从公共广场、网络公众、表达沟通以及公共利益四个维度对互联网公共性进行解读。作者认为:首先,计算机科技的发展形成了高速和高容量的信息传播公共广场,互联网不仅是信息传播的公共广场,也是网络公众实现自我建构的公共空间;其次,网络公众因共同议题和公共利益而聚集在一起,自主参与理性、思辨性的讨论和论辩;再次,网络公众通过表达沟通形成虚拟社区的传播网络,其中言论表达以有效性、深刻性和反思性为依据,沟通协商以互动性、理性和多元性为依据;最后,网络公众表达沟通的目的是为了实现公共利益,这种公共利益以公共议题为基础,以共同之善为理念,以公共舆论发展为表现。

本书还剖析了互联网公共性的实践特征,认为互联网中充斥着各种权力的斗争和合谋,使公共性时刻面临结构转型和功能转化的危险。但互联网上的网络公众并非消极被动的,他们能发挥积极性和自主性,利用日常生活中的智慧,采取策略性的抵制战术进行反抗,在与权力资本的博弈中维护公共性的纯洁。这种“弱者的反抗”对公共性的促进作用并非一蹴而就的,这是个水滴石穿的过程,因此要做好打持久战的准备。
