The non-intervention principle has long been one of the cornerstones of China’s diplomacy. Based on new situations and new issues in the practice of diplomacy and combining the results of theoretical studies,the author presents general ideas for enriching and adapting this principle. Africa is the background of discussion and cases are drawn from recent years’ development of Sino-African relationships. The author stresses that while sticking to non-interventionism,innovation needs to be promoted to meet the demands of the time and of China itself.

The first part of the paper analyses the breakthroughs and innovations made in recent Chinese diplomacy and summarizes non-interventionism and the innovations made to it which have set good precedents. The second part expounds China’s aid to the security autonomy of Africa and regional organizations in Africa,the efficiency and regulation of aid to Africa,the shift from “small diplomacy” led by government to “big diplomacy” with participation of the whole society,the combination of the new thoughts in diplomacy in China with new trends in internal affairs,and the development of the new type of strategic partnership between China and Africa.

It has been a controversial issue in the past thirty-odd years in academic circles at home and abroad whether China’s economic rise as a unique development model sustains and supplements the world system or brings an end to it. This article makes an analysis of the basic features of the three historical stages of the world system established 500 years ago from the perspective of the relationship between the world system and the rise and fall of countries. The analysis finds that the stages of mercantilism(1500-1750/1800),liberal economy(1800/1850-1914/1945)and mixed economy(1945-2030)were mainly based respectively on “geographical discovery” and “colonialism,” “industrial revolution” and “free trade,” and “economic globalization” and “system innovation.” For the above-mentioned reasons,“geographical discovery,” “international trade and finance,” “science and technology” and “international institutions and mechanisms” are the four fundamental driving forces that the world system has depended on for its existence for 500 years. The world system provided a context for the rise and fall of each individual country in the past 500 years,while the economic success China has achieved in the past three decades mainly benefits from its constant integration into this world system still in existence today. Therefore,the challenge to China in its future development will come,to a great extent,from the world system and its impact on China’s domestic politics,economy and social structure.

This paper builds on the author’s earlier work on benchmark dates in International Relations. The Introduction summarises this work and explains how this paper extends the analysis from suggestions made,but not developed,in earlier publications. The second section looks in detail at 20th century benchmark dates centred on the three world wars(First,Second and Cold). It argues that the changes clustered around the Second World War are both deeper and more extensive than those clustered around either the First World War or the Cold War. The third section uses these insights to open-up a macro-historical perspective on the 20th century,demonstrating the ways in which choices in relation to both time and scale affect the construction of macro-historical perspectives. The fourth section demonstrates the advantages of a two-century perspective on the 20th century. Here,and in the conclusion,we argue that the key issues that underpinned world politics in the 20th century are best seen as the downstream consequences of the dynamics and challenges ushered in by the 19th century “global transformation.”

This article deals with two of the strongest conclusions from general studies on the causes as well as absence of interstate war:the importance of territorial disputes and the significance of regime type. The first is termed the “territorial peace” hypothesis;the second is known in the literature as the “democratic peace” proposition. This article discusses if these two issues have to be settled prior to the building of quality peace between states that have a history of war among them. These findings are used to analyze the actual Western European experience since World War II and then relating this to the East Asian situation today. In this way this article also points to important differences. Still,the territorial issues take on particular role if the East Asian region is to move towards more durable and positive conditions,what might constitute ingredients of quality peace. At that moment,also Real politik concerns enter the equation.

The essence of international security is common security,which relies heavily on basic consensus on security concepts and strategies among nations. However,since the beginning of the 20th century,such a consensus or value basis has become very “thin” as a result of the following four factors:the inception of the global international system along with its cultural diversity;the great changes in political,economic and military arenas;the rise of nationalism and popular politics;and the emergence of superpowers and their antagonistic ideologies. Within strategic culture,there is juxtaposition between confrontational culture and cooperative culture. In security concepts,people have different preferences for national,international or global security. In terms of security strategies,there exist several competing models such as hegemonic stability,balance of power and institutional cooperation. The primary aims of international security remain:avoiding major wars,maintaining the stability of the international system and safeguarding the integrity of the nations. There are two new challenges:promoting global economic justice to avoid any domestic or international conflicts caused by an imbalanced international economic order;and meeting the challenges of various non-conventional security issues affecting human life on a global scale. In an era of security interdependence,the international community must make joint efforts to rebuild the consensus on security in light of the fundamental values of common security and cooperative security,and to practice a truly “international” security strategy so as to break away from the security dilemmas inflicted by each nation’s reliance on its own self-help and competing “national” security strategy.

The Internet expands the field for international politics. It unveils its inner operational logic by exerting its influence on international politics. Firstly,this paper attempts to reveal,through level analysis,how the Internet made an impact on international politics,namely by the route of the individual,state and international system. The third part of the paper illustrates the catalytical,synchronical and constructional role of the Internet in promoting the transition of international structure. Since the end of the Cold War,the West and China have had diverging interpretations of “security environment.” China tends to define security from the perspective of development,while the West’s definition concerns external threats to security. In Chinese circumstances,the understanding of security environment has evolved from simply military to a more comprehensive one covering military,politics,economics and public opinions. This article develops a theoretical framework to analyze China’s peripheral security environment in the new era,and constructs an indicator system to evaluate it. The indicator system consists of the political security environment,military security environment,development security environment,public opinion security environment,and China’s periphery strategy,drawing upon the theories of Realism,Liberal Institutionalism and Constructivism. Furthermore,this article analyzes indicators through dimensionless methods based on the databases of the World Bank,the “Foreign Relations” database of the Institute of Modern International Relations at Tsinghua University and the People’s Daily,and compares three peripheral security environment scenarios. The result shows that in a general sense,China’s peripheral security environment has improved over the past decades. However,the situations after the 2008 global financial crisis have diverged,and different theoretical perspectives provide very different images. It seems that China has entered a very different environment,and for stable security environment in the future,China needs to cooperate with neighboring countries.

As the only superpower in the international system,the United States uses its force and takes military intervention abroad more often than any other state. Researchers usually argue that the United States has strong unilateral incentives to make decisions and implement military intervention—the US is prone to use or threaten to use the force frequently and obstinately,ignoring the United Nations and international law. An investigation of major US military interventions in the post-Cold War era shows that the United States has often relied on temporary coalitions rather than persistent alliances in military and stability operations,although its decisions to use force are less constrained by the international community. The United States has motivations to recruit multinational military coalitions,such as avoiding the dilemma of collective action,reducing the burden of intervention and acclaiming the legitimacy of their interventions. Military coalitions have clearly-defined missions and flexible means,which provide convenience for the United States to take a leading role in military interventions.
