Because of the increasingly complex economic situation at home and abroad，and the economic context of the new normal，Henan Province is pursuing a comprehensive implementation of the scientific decision and deployment of the CPC Central Committee and the State Council，based on the reality in Henan，developing new ideas，planning new measures，and seeking new breakthroughs. In 2015，the economic momentum of the province showed a smooth and steady upward trend，revealing a new situation and new features. The benchmarks of the main economic index all made notable advancements throughout the country，with some indicators achieving historic breakthroughs. But the external environment of 2016 remains complex and the long-standing structural contradictions conspicuous，so it is a substantial challenge to keep the economy developing at a high speed，as the downward pressure on economy continues to increase. With regard to the present stage of development and potential uncertainty，it is expected that in 2016 the province’s GDP will increase by a margin of 8%，the added value of above-designated-size industries will increase by 8%，the urban fixed-asset investment will grow by 15%，the total retail sales of social consumer goods will grow by 12%，the total import and export will rise by 7.0% and the consumer price index will be 103.

With the implementation of the 13th Five-Year Plan，Henan Province should speed up structural reform on the supply side in the manufacturing industry in order to achieve alignment with the Made in China 2025 initiative and achieve industrial transformation and improve economic performance.

In 2015，by taking multiple initiatives，we strived to give full play to the overall leading role of the new urbanization，for its slightest development could cause the widest chain reaction. We worked hard to promote industrial agglomeration，population concentration，economical and intensive use of land，expand the development space for urbanization，and tap the full potential of major cities to drive the development of building of a new countryside. Significant achievements have been made with many highlights，for example，continued enhancement of the quality of the new urbanization，constant improvement of modern urban and rural system，strengthened leading role of planning，gradual improvement of the management of urban development，accelerated city-industry integration，and steady advancement of the pilot reform of urbanization，which provided a strong incentive for the economic and social development in Henan Province. However，entering the new normal meant a new situation，new issues and new challenges. During 2016，the starting point of the 13th Five-Year Plan period，in order to promote the new urbanization in Henan，we need to adhere to the coordinated development on five aspects，namely，focusing on the optimization of the spatial layout of urbanization，accelerating pilot reform of the new urbanization，promoting the city-industry integration，promoting the joint management of cities and towns，and promoting the leading role of planning in development to ensure the urban development to be systematic，sustainable，and livable，and thus improve its quality.

The population aging exercised its restraints upon economic and social development as well as the sustainable development. The year of 2016 would be the start of the 13th Five-year Plan. In 2016，Henan cultural construction should be guided by “the 13th Five-year Plan” by the Central Committee of the Communist Party of China（the CPC Central Committee）and “the 13th Five-year Plan” by Henan Provincial Party Committee，and based on the whole situation to grasp the general picture，conforming to the trend and striding forward. In 2015，Henan Province actively adapted to the new normal economic development，vigorously promoted structural reform of the supply side and management of the demand side；the economy in the entire province presented a steadily progressing trend. In 2016，the financial industry in Henan Province will actively implement the spirit of the central and provincial economic work conference，scientifically carry out the steady monetary policy，actively promote the regional financial reform，strengthen the special credit policy，encourage financial innovation，increase support for key areas and weak links in economy，and further improve the efficiency of financial allocation；it will also strengthen the special rectification against financial risks in key areas，so as to maintain financial stability，to improve the levels of financial services and management，and to promote sustainable and healthy economic and financial development.

The airport economy changes the endowment of regional elements at the micro scale，couples with regional industries at the medium scale，and accelerates tax revenue increase and employment growth in the macro scale. As a representative of China’s airport economy，Zhengzhou Airport Economy Zone has played a significant and leading role in deepening comprehensively deepening system reforms，promoting the “synchronization of five modernizations，” building “one carrier and four systems，” constructing “Four Henan，” advancing supply-side structural reform，and integrating the resources of Henan airport. Among the conclusions of this article are that supply-side structural reform should be accelerated in order to integrate the international frontiers of the ZAEZ more effectively. Airport economy is a promising metric of economic growth，classified under the “One Belt，One Road” initiative. The development of the ZAEA has promoted the innovation of regional development，and has displayed aspects of the “four modernizations” regarding future regional development. The airport economy has shown rapid development in line with the international aviation transportation system，which carries the potential to change traditional development patterns of regional development，the traditional center of which has been located in coastal areas since the Industrial Revolution. The ZAEZ is expected to initiate a new era in which the regional development center will return to inland regions.
