With the continuous improvement on Information and Communication Technology (ICT) in China's primary and secondary schools,whether the schools can properly use ICT resources to promote students' learning and development has become a focus in education ICT research,especially for empirical research. Based on the 2015 PISA data on eight-graders sampled from Beijing,Shanghai,Guangdong Province,and Jiangsu Province,this paper used Multilevel Linear Model (MLM) to analyze whether the input and application of ICT resources could enhance students' science competency. The results showed that the ICT input in schools had no significant impact on students' scientific competency. Meanwhile,there was a significant negative correlation between the degree to which students used ICT in schools and their science performance.
