The basic characteristics of current local education system innovation could be understood through analyzing the cases of Fifth Local Education System Innovation Awards. The most active local educational administrative system reform focused on promoting the development of rural education. The administrative level of education innovation had increased and the differences between eastern and western regions were still obvious but the gap reduced. The motives of educational innovation became more diverse and active innovation increased. The separation of administration,operation and assessment became the main innovation. The long-term mechanism of pre-school resources was gradually established,and multiple social forces were involved in education improvement.
