“Reasonable Accommodation”: The Rights of Persons with Disabilities to Participate in College Entrance Examination and Access to Higher Education
According to Article 21 of the Law of the People's Republic of China on the Protection of Disabled Persons, “The state guarantees the right of the disabled to equal access to education”2706331. The United Nations Convention on the Rights of Persons with Disabilities ratified by China defines “reasonable accommodation” as “necessary and appropriate modification and adjustments not imposing a disproportionate or undue burden, where needed in a particular case, to ensure to persons with disabilities the enjoyment or exercise on an equal basis with others of all human rights and fundamental freedoms”2706332. With reasonable accommodation for the disabled in taking the college entrance examination, they are more likely to have equal access to higher education and enjoy their rights to receive higher education on an equal basis to others.
