The international community is getting more and more aware of the necessity to protect minorities’ rights so that special declarations and conventions on the protection of minorities’ rights have been made under the United Nations’ framework of human rights and some regional frameworks. However，this does not naturally lead to adequate protection of minorities’ rights. In fact，there are still many issues concerning minorities’ rights protection in the practice of human rights protection that call for discussion.
