(Abstract)
The piling-up of long-pending cases in our courts is causing serious concern to the Supreme People’s Court. Judging by the statistic figures of cases released by China’s courts,a period of “skyrocketing” of cases in court has begun.Not only will the recently announced measures of judicial reform be rendered poorly effective,but also our courts will find themselves crushed under such an overload of cases awaiting judgment unless a systematic solution is found in termsof judicial policy.
In order to build up anew their prestige in people’s eyes,our courts should have downsized significantly the number of judges,accepted and heard more cases and reduced lawsuit costs,so that our judges might really emerge as highlyrespected and valued professionals and our courts might been seen by the peopleas patron saints just standing next to them and easily available for the defenseof their rights. However,a significant downsizing of the contingent of judgesand a considerable increase in the number of cases to be accepted and heard would aggravate even more our courts’ workload. All this dictates the need for countermeasures in terms of macroscopic policy.
