（Abstract）

Disclosure of government information has become an important element of democracy and rule of law in the information age. It has been the world tendencyfor establishment of the legal system regarding disclosure of government information. In China，there is some progress in this field；however，the legal system of disclosure of government information has not been well established yet. Disclosure of government information is a new issue in the research on constitutionallaw and administrative law，and thus it requires further study. Therefore，thestudy on the subject has both theoretical value and practical value.

From the perspective of right of access to government information，this thesis makes a research on disclosure of government information with the researchmethods of comparative study and historical study.

The first part is regarding the basic concepts of the subject. The secondpart reviews the history of the development of disclosure of government information，and discusses the elements affecting its development. The third part proposes the argument that popular sovereignty，the right to know and the freedom of speech or press are the sources of the right of access to government information，and also the foundation of the legal system of the disclosure of government information. The forth part discusses the principles of disclosure of government information，i. e. the principles of right，of publicity，of balance，and of remedy，etc. ；and confirms the value of disclosure of information for public participation，economic development，prevention of corruption and social stability. Thefifth part concentrates on the subjects of rights of access to information and of the duties for publishing information. The sixth part analyses the scope of published information and exempt information. The seventh part is about procedurefor applying information，including the principles of neutrality，of justness，andof reasonableness，and main issues related，such as fees and third party protection. The eighth part is research on the means of remedy for the rights of access to government information. The ninth party analyses the current situation offreedom information，and makes some suggestions for the establishment and improvement of legal system of freedom of government information in China.
