The fundamental aim of the Law and Rights Program is to assist Chinese efforts to implement the rule of law through a strong and effective legal system. The program currently funds work with the following goals：1. strengthening and professionalization of the Chinese judiciary through applied research of the functioning of the Chinese judiciary and training and other educational programs for judges；2. promoting the more effective use of Chinese law to protect citizens’ rights and to curb the arbitrary exercise of state power through applied research in the interrelated areas of constitutional law，administrative law and human rights law and support for public interest lawyering；3. supporting experimentation with legal education content and methodologies through implementation of clinical legal education programs and other curriculum reform.
