随着国家间交往的日益增多,国家之间甚至地区之间的比较已经进入人们的日常生活,人们需要通过比较来认识事物之间的关联性,从与他者的比较中来确定自己的属性。在政治生活中,通过比较来认识各国尤其是本国的权力与权利特征、民主政治和国家建设的质量、发展模式的优长和缺陷等。总之,我们的生活已经离不开比较!

上海师范大学比较政治研究中心致力于比较研究,致力于中国的比较政治学的发展。它成立于2013年,以上海师范大学为依托,整合校内外、国内外相关领域的研究资源,致力于比较政治学理论、方法以及国别比较研究;定期举办比较政治学相关学术研讨会和高端学术讲座;定期出版学术刊物《比较政治学研究》。

《比较政治学研究》为政治学研究者提供公开的学术交流与争鸣园地,诚邀相关议题学者共同探讨比较政治学,以促进学科繁荣和进步。本刊的策划与出版,融思想性与前沿性为一体,以比较政治学为特色和重点,以专业化和国际化的视角确保刊物的学术质量、学术风格和学术使命,致力于解读纷繁的国际政治现实,在对比研究中提炼共通性的分析工具,以期为国家政治发展提供参照的最优尺度。

New institutionalism in political science should not only be investigated from the perspective of the paradigm shift and the changing characters inside its discipline,its origin and development are within the evolution courses of social science and the interdisciplinary coupling.The multiple disciplines and headstreams contributes to understand the achievement of new institutionalism on advancing frontier,extending range,and updating method. The realist oriented division of reason and experience,the positivist division of explanation and interpretation,and the individualist oriented division of structure and agency constitute the background in social science,which also shape and provide impetus on the configuration of new institutionalism. Through investigating the transformation of old and new institutionalism of economy,sociology and political science,and the establishment of new institutionalism in political science,it can track and assess issue deepening,theory construction,and methodological renew of this approach,and grasp integrally on alliance building and agenda setting.

Modern comparative political research takes the establishments of modernity as the hard core of research program.By comparing the equilibrium results of“synchronic”causal analysis and“diachronic”sequential combinations,modern comparative studies try to find out the proper paths of development which consistent with specific social values.This logic helps the theoretical approaches of comparative politics possess the common research question and strengthen linkage among the previous Macro approaches and the Micro ones.In a word,the synthesis of approaches emerges in modern comparative political research.Obviously,identifying the core questions and realizing the synthesis of approaches may provide theoretical indications to Chinese comparative political research on which the Chinese modern development experience as the empirical foundation.

社会科学方法论中定性与定量“两种传承”的争论长期存在,但立足同一议题下对两种方法进行对比的文章并不多见。近年来,欧洲极右翼政党的兴起愈加受到学界的广泛关注。这一现实世界的重大问题,不仅使人们重思经典理论,同时为研究方法的比较提供了一个很好的平台。本文在既有研究的基础之上,提出了五个有关欧洲极右翼政党崛起的假设,并分别用定性比较分析与逻辑斯蒂回归两种方法对假设进行检验。结果显示,清晰集定性比较分析给出了四条因果路径,而逻辑斯蒂回归并没有发挥其优势。因此,在中等规模样本的研究中,定性比较分析在识别必要条件以及条件组合具有独特优势。同时值得注意的是,两种方法蕴含不同的逻辑与原理,二者并无优劣之分,其使用视特定议题而论。

There has been a constant debate over“a tale of two cultures”of social science methodology,but it is not common to find the two methods based on the same issue.In recent years,the rise of the radical-right political parties in Europe has drawn more and more attention from the scholars,which providing a good platform for the comparison of two methods.The results show that csQCA gives four causal paths,and logistic regression does not play its advantages.Therefore,qualitative comparative analysis has unique advantages in identifying sufficient / necessary conditions and configurational combinations in small and medium sample studies.At the same time,different logic and principles,they have no distinction between merits and demerits,issues and subjects tell us which to choose.

On the basic of state-society relationship,state-centered paradigm claimed that state was an organizational entity with independent will,instead of a stage of social conflict or a tool of class domination.State autonomy theory changed from “differentiated” to “embedded”,and the differentiated state autonomy theory asserted that the state,“above the society”,was different from society in the organizational structure,which was evidence-based the contests between state and leading forces in the society and in the policy process,meanwhile the embedded state autonomy theory advocated that the state,“State in Society”,was differentiated but embedded the society,which can effectively promote economic and social development.The change of state autonomy theory opened the new paths for understanding the social political practice.The differentiated autonomy theory had the research consensus with the democratic activities of restricting power through society.However,state and society synergy,which was evolved from the embedded autonomy theory,provided the knowledge for understanding the governance practices.

Robert Dahl advanced a system of theory on procedural democracy,which contains five standards:equal elections,effective participation,enlightened understanding,control of the agenda and inclusive.On the basis of 5 standards,Dahl advanced 7 assumptions:collective decision-making requirements,decision-making is divided into two stages of agenda-setting and decision-making,people who make decisions obey decisions;equally legitimate demands should deserve equal share;preferences equally legitimate,the perfect state of equal qualifications exist,the individual is his own the best interests of the judge.According to the 5 standards and 7 assumptions,Dahl defines four models of democracy:democratic process that is a narrow procedural democracy,about people,about people and taking into account the full program agenda for democracy and democratic procedures.Dahl's procedural democracy is of great value for the practice,and includes ideal content.

In 1950s,India gained independence from British colonial rule,and established its representative institutions.However,Political development in India did not develop into western model nor socialist model over decades.In fact,India includes social equality movement inexisting liberal democracy system and local political culture.On account of different political,economic and social structure conditions between developed countries and backward countries,along with diverse development period and development stage,political development present a different development sequence.Political practice in India demonstrate that a suitable development path in accordance with national conditions is the fundamental way out for backward countries.

Asymmetric negotiation refers to that during the negotiation of participants,the participants in the dominant position of resources can have a greater impact on the negotiation results.The ruling coalition of Malaysia mainly refers to the Wu-hua-yin coalition and the Barisan National coalition.The ruling coalition of the country in order to properly resolve the political differences of the coalition members and realize the common interests of the coalition,therefore,the ruling coalition conducts asymmetric consultation in the aspects of country's public policy,parliamentary election and cabinet position allocation.The characteristics of asymmetric consultation in the ruling coalition are that there are a large number of parties involved in the consultation,and UMNO plays the leading role in the negotiation.The cabinet position assignment of the coalition is gradually based on the results of the election,and the negotiation of the coalition turns to safeguard the interests of the public.Asymmetric consultation of the ruling coalition has expanded the scope of the coalition's political unity,promoted the coalition to obtain a majority of seats in the parliament,and promoted the member parties of the coalition to share the country's ruling power and improve the alliance's operational efficiency.

对于任何一个现代民族国家,民族共同体危机都是最严重的危机。民族共同体建设无论是从原生论的族群民族主义建构国家,还是从建构论的公民民族主义国家建构民族,抑或兼而有之,既是一个复杂的理论问题,也是一个复杂的政治实践问题。哈萨克斯坦独立后,其民族共同体建设是在苏联对哈萨克族的“民族”建构基础上的再建构:一方面从原生论族群民族主义出发,通过“哈萨克化”建构哈萨克族的哈萨克斯坦共和国,另一方面从建构论公民民族主义出发,通过“哈萨克斯坦化”建构新的包含所有哈萨克斯坦公民的“哈萨克斯坦人”。但是,哈萨克斯坦民族共同体建设还面临理论困境、实践挑战及对苏联的路径依赖三大未解难题,未来能否最终走出这些困境,将有赖于其政治家的政治实践艺术。

National community crisis is most serious for any national state. Constructing the state from the primordial ethnic nationalism or building the nation from the constructive civic nationalism state or both is not only a complex theoretical but also a complicated political practice issue for any nation-building.After the independence of Kazakhstan,its nation-building is a reconstructing process based on the“nation”construction and deconstruction for Kazakhs by the Pre-soviet,which including constructing the Republic of Kazakhstan from primordial ethnic nationalism by Kazakhization on the one hand and constructing a civic Kazakhstani nation by Kazakhstanization on the otherhand.However,there are so many theoretical dilemmas,practical challenges and path-dependence from the Pre-soviet.So it is still very uncertain whether the Kazakhstan can make success in the future.

本文以土耳其新宪法为依据,采用马修·S.舒加特(Mattew Soberg Shugart)、约翰·M.凯里(John M.Carey)等学者提出的量化测量方法并加以适当修正,形成量表评估土耳其总统的权力:即总统权力不仅要衡量其正式权力,还要考量其非正式权力;前者取决于宪法设计中的权力归属,后者则与政党制度、权力制衡等政治过程有关。并与美国、俄罗斯、法国和韩国等代表性的总统制国家进行比较。结果显示,土耳其总统享有极大的立法性权力和非立法性权力,呈现出与俄罗斯超级总统制类似的特点;土耳其新宪法设计中缺少对总统强有力的制衡机制。研究表明,影响民主的发展不在于实行的是总统制还是议会制,关键在于制度设计时能否融入权力制衡机制。

Turkey's controversial referendum showed that Turkish regime would changed to presidentialism,leading to a lot of criticism.In the context of AKP's dominance,this paper,based on the new constitution of Turkey,assesses and the Turkish president's power using the quantitative methods put forward by Shugart,which were revised.In addition,it is compared with other typical presidential systems’ presidents such as United States,Russia,France and South Korea.The results show that the Turkish president enjoys extensive legislative power and non-legislative power,which is similar to the Russian hyper-presidentialism.Besides,the new constitution lacks effective checks and balances for the president,overshadowing democracy consolidation.

Peaceful democratic transition in ethnically divided societies will be challenged by a numbers of factors which include the lack of trust among ethnic groups,the monopoly of state power by a single ethnic group,ethnical political parties and possible ethnical conflicts precipitated by the breakdown of authoritarian regimes.However,the peaceful transition from apartheid to democracy of South Africa shows that,even though it is rather demanding,peaceful democratic transition in divided societies is not impossible.If all political actors have access for bargaining for new political rules which determines the allocation of power in the future during an open and gradual transition,a democracy agreed by all will take shape.The miracle of South Africa transition has valuable lessons for other countries suffering from ethnic conflict on one hand,and broadens the theoretical horizon of democratization study on the other.
