As the strategy of Healthy China became a national one，its strategic theme of “jointly building and benefiting for the health of all people” has put forward new requirements for the development of public hospitals. By analyzing the implementation background and specific content of Healthy China Strategy，grasping its strategic orientation and specific requirement for the development of public hospitals and taking into account the practice of “Medical Consortium makes hospital thriving and prosperous” strategy of Jiangsu Province Hospital，the First Affiliated Hospital with Nanjing Medical University，this paper illustrates how public hospitals could facilitate the implementation of Healthy China Strategy from aspects of radiating medical resources，perfecting the system of prevention，treatment and rehabilitation and covering full life circle.

To establish a new model of medicine purchasing，management and distribution on the basis of close hospital—enterprise cooperation，hospitals should accelerate the role orientation and function transformation of pharmacy，strengthen personnel training and improve the supporting policies. By taking those tactics，the service value of pharmacy would be enhanced，the connotation of pharmacy discipline be promoted and the strength of pharmacy be strengthened. These would be conducive to the successful transformation of pharmacy.

In the paper，an asymmetric evolutionary game model between country hospitals and township hospitals is established to study the behavioral characteristics of stakeholders in vertical integration reform. Behavioral evolutionary law of stakeholders turns out that according to the replicator dynamics equation，evolutionarily stable strategy is analyzed，and the related influencing factors are also considered. The results show that the evolutionarily stable strategy of country hospitals and township hospitals is affected by the initial states of the rural health system，the cost of integration reform of government，the income of integration，the punishment of country hospitals and township hospitals. The implementation of vertical integration reform will be promoted by strengthening the cost of integration reform of government，reducing the cost of organization，increasing the income of vertical integration，tightening supervision and punishment to hospitals，which contributes to the improvement of rural health service system.

The score of responsiveness of class 3 hospital was 6.49，and the dignity，autonomy，confidentiality，communication，timely attention，social support，infrastructure and selective was respectively 6.56、5.73、5.70、7.74、5.59、7.50、6.94、5.89. The distribution index of the responsiveness was 0.988. The results of the Logistic regression showed that age，residence，income，social medical insurance，education，marriage，urban or country，etc influenced every item of the responsiveness. The influencing factors of the total responsiveness included age，social medical insurance，dignity，autonomy，confidentiality，communication，timely attention，social support，infrastructure，selective and residence. The status of the level and the distribution of the responsiveness was not optimistic. We should dispose the high quality medical resources reasonably，consummate the system of grading diagnosis and treatment，strengthen information construction，optimize the medical treatment process，combine the standardization and personalize diagnosis and treatment to improve the health system responsiveness continuously.

All literatures included in “Chinese Health Service Management”，“Chinese Health Economics”，“Chinese Journal of Hospital Administration” in 2015 are classified and analyzed based on the authors，research institutions，keywords，paper types，data sources，funding and source columns with literature metrology and CiteSpace software. The results show these researchers in health policy and management like to cooperate but cooperation scope is a little small. These literatures focus on hot issues with many repetitions. They are fully funded and written based on a wide range of data sources. They are analyzed with simple statistic method and most of them are categorized into normative，descriptive or empirical study. To promote this discipline of health policy and management，this paper suggest to further expand the research cooperation scope，cover more topics，strengthen theoretical innovation and do more empirical research.

It is vital to provide the theoretical references for the improvement of private hospitals.

The results of the empirical analysis with the example of Jiangsu province showed that in the accounting on the cash basis and reserve rate financing mode，the financing standard and premium rate should be increased year by year，and higher than the actual level of funding；in the ladder payment mode part accumulation system，financing standards improve year by year，the contribution rate can be adjusted in 2%-5%，the cumulative surplus rate is appropriate.

Therefore，exploring a health management model is imminent in order to meet the needs of elderly patients with diabetes. On the basis of a lot of literature reading，this paper builds up the health management model of “The Mutual-Participation” for elderly patients with diabetes by drawing on the advanced experience of China and abroad and improving its existing problems.
