By the end of 2018, the population of permanent rural residents in China was 564.01 million, dropped by 12.6 million and 2.23% as compared to that in 2017.2706314 Farmers are the largest social group in China, and the protection of their rights should not be ignored. The strategy of rural revitalization was proposed in the report to the 19th CPC National Congress to provide a comprehensive solution for the problems related to agriculture, rural areas and farmers with overall planning. In this context, rural does not simply mean rural areas but covers agriculture, rural areas and farmers. In 2018, the CPC Central Committee and the State Council has issued Opinions on Implementing Rural Revitalization Strategy and Planning for the Strategy of Rural Revitalization (2018-2022) to promote the integration of urban and rural development from top-level design, aiming at solving the problem of the separate urban-rural structures, completing the restructuring and optimization of the rights and interests of farmers, and realizing urban-rural equalized development. In the Planning for the Strategy of Rural Revitalization (2018-2022), the term “farmer” appeared for 110 times. By December 2018, 24 provinces, municipalities and autonomous regions in China have published relevant documents focusing on the implementation of the strategy of rural revitalization to make overall design and periodic planning for a series of works such as promoting comprehensive rural revitalization, enhancing constructive interactions between urban and rural areas, and protecting the rights and interests of farmers.
