Renovation of the rural living environment is not only the practice for the strategy of rural revitalization proposed during the 19^th CPC National Congress but also the guarantee for the rights to subsistence, health, and development of rural residents. In recent years, China has made significant progress in the renovation of a rural environment. By the end of 2017, the central government had allocated a total of 43.5 billion yuan as the special fund for environmental protection in rural areas and comprehensive environmental improvement had been carried out in 138,000 villages, benefiting over 200 million people in rural areas.2706318 In February 2018, the General Offices of the CPC Central Committee and the State Council issued Three-Year Action Plan for Improving the Living Environment in Rural Areas (hereinafter referred to as “the Action Plan”). The Action Plan requires to accelerate the efforts to strengthen the prominent weaknesses in a rural living environment with the building of beautiful and livable villages as the goal and rural garbage and sewage treatment as well as village appearance improvement as the major direction and proposes six key tasks. Focusing on the goal and tasks of the Action Plan, governments at all levels have taken a series of measures to enhance the renovation of the rural living environment and completed the comprehensive environmental improvement of 25,000 administrative villages since 2018.2706319 The favorable situation for building clean, ecological, livable, civilized, and beautiful villages has been opened up and the protection for the rights and interests of rural residents has been improved.
