The Pilot on Standardization and Normalization of Openness on Government Affairs from the Perspective of the Right to be Informed

Openness on government affairs refers to the active releasing of government information to the social public or designated groups during the exercising of official powers by government departments or organizations entrusted by governments. Openness on government affairs is an important measure for law-based governance and the prerequisite for the protection of the citizens' right to be informed. In May 2017, the General Office of the State Council issued the Pilot Program for the Standardization and Normalization of Openness of Government Affairs at Grassroots Authorities (hereinafter referred to as the Program), launching the pilot work on the standardization and normalization of openness of government affairs at grassroots authorities in 100 county-level governments of 15 provincial regions, including Beijing municipality, which is a significant measure for further promoting the openness of government affairs and exercising administration strictly by the law after the implementation of “power list system” and the implementation of Open Government Information Regulation of the People's Republic of China and the law-based governance. By August 2018 (the end of the one year pilot), the 100 authorities had realized standardization and normalization of the openness of such issues concerning the immediate interests of citizens like urban and rural planning, healthcare, and environmental protection, to further protect the right to be informed of the public.
