Guarantee of Students' Right to Education in Small-scale Rural Schools and Township Boarding Schools—Investigation on Pingliang Model
“Rural small-scale schools” and “township boarding schools” are essential components of rural compulsory education. “Rural small-scale schools” refer to village primary schools and teaching sites with fewer than 100 people.2706337 Running “small-scale rural schools” and “township boarding schools” is the basic requirement of implementing the strategy of rural revitalization, promoting the equalization of basic public services in urban and rural areas, and winning the battle against poverty in education. Therefore, in 2018, the State Council promulgated the Guiding Opinions on Enhancing the Construction of Small-scale Rural Schools and Township Boarding Schools in an All-round Way, and proposed that by 2020, the two major rural compulsory education shortcomings of “small-scale rural schools” and “township boarding schools” should be complemented to provide fair and quality education for rural students. We will promote the integration of urban and rural compulsory education, ensure the rights of rural students to receive education and revitalize rural education. In this paper, based on the investigation of Pingliang and other places, the authors will demonstrate the construction of small-scale rural schools and township boarding schools in catalyzing guarantee of rural students' right to education from point to point.
