70.The above analysis of poverty trends and of China's anti-poverty policy to date suggests the need for a significant reorientation of the national poverty reduction strategy.Here we outline some key elements of a revised strategy to address the issues raised above.The strategy first recognizes that growth is an essential basis for poverty reduction.However，for growth to lead to effective and sustainable poverty reduction it is necessary to integrate a pro-poor growth strategy into overall economic policy and to ensure that the poor can participate in the growth process.This entails adopting a comprehensive package of policy measures，which must also be complemented by more targeted micro level interventions（discussed in section V）.
