《品牌蓝皮书》是在陈光亚、杨圣明、张晓山、乌家培、汪同三等多位两院院士和学部委员联署的“关于推进自主创新,打造中国品牌大国,保障国家经济安全的建议”和“关于推进自主创新,打造中国品牌大国,保障国家经济安全的进一步建议”精神的基础上,在中央有关领导重要批示精神的指导下,由品牌中国战略规划院牵头编撰的、以品牌战略为研究对象的年度性研究报告,具有综合性、战略性、学术性、产业性、政策性的特点。

《中国品牌战略发展报告(2018)》(以下简称《报告》)主要分为总报告、品牌战略安全形势篇、品牌战略前沿理论篇、品牌生态指数发展研究篇与品牌生态指数评价报告篇五个部分,并以附录形式对品牌创新案例和品牌政策进行了汇编分析。《报告》贯彻在新的历史方位下对“三个转变”重要指示的创新理解,重点把握宏观趋势分析、理论应用创新和区域生态评价三个重点方向,进行系统分析和论证。

总报告全面回顾了2017年国内外宏观经济发展形势和品牌发展趋势,并对我国国家品牌发展从推进制度创新、丰富内涵主题、夯实产业基础、推动国际认同和培育区域特色五个方面进行了综合评述,结合国内外评价体系对我国国家品牌战略的发展水平进行了评价并提出了年度专家建议。

品牌战略安全形势篇围绕国家总体安全观与中国品牌战略安全、五位一体与中国品牌生态安全关系、全球化发展与中国品牌海外安全三个当前热点话题进行了充分的阐述,建立了国家品牌战略安全问题研究的逻辑体系。

品牌战略前沿理论篇聚焦国家品牌战略创新问题,品牌生命周期与品牌战略选择,品牌经济、高质量发展与全要素生产率关系研究三个热点话题,同时对品牌信用指数和“一带一路”沿线国家品牌战略风险问题建立了基础评价模型。

《报告》结合品牌生态系统发展的最新趋势,对品牌生态指数指标体系进行了重新调整,描述了构建原则与依据、指标体系框架和评价模型,并在2017年首次评价的基础上进一步将研究对象放大到130个城市。在此基础上形成了2018年度的中国品牌生态指数综合评价报告和综合评价结论,建立了区域标准城市模型,形成了专项指数运行情况分析和区域领先城市品牌发展报告。

《报告》坚持从国家战略安全的高度研究我国品牌建设的制度环境和经济环境;坚持从学术角度深入探寻品牌战略的内在结构、影响因素和形成机制;坚持从生态的角度分析区域品牌发展的要素环境和优势资源;坚持从全球层面分析中国品牌在全球化过程中面临的机遇挑战与实施路径。

当前,品牌经济作为一种更高级的经济发展模式正在得到广泛的认同,推动品牌经济的发展成为实现高质量发展和建设美好生活的战略选择,也必将成为贯彻习近平总书记“三个转变”重要指示的有力抓手。2018年中国经济发展面临逆全球化发展和国内“消费降级”的正面挑战,《报告》重点把握中国品牌经济发展的宏观形势、应用理论和区域生态三个重点,从推动制度创新、丰富内涵主题、夯实产业基础、推动国际认同和培育区域特色五个维度,实现中国品牌的战略发展。
